Present positions: Head of Department of Hydraulic & Environmental Engineering of Universitat Politecnica de Valencia, from June 2012 to present.Full Professor of Water Resources at the Department of Hydraulic and Environmental Engineering of the Universitat Politecnica de Valencia (UPV) (Technical University of Valencia), from 1993 to present.-Responsible Scientist of the Research Group of Water Resource Engineering of the Instituto de Ingeniería Hidráulica y Medio Ambiente (IIAMA) of UPV (Research Institute for Water and Environmental Engineering), from 2001 to present. Main research interests: Integrated Planning and Management of Water Resources and River Basins, Decision Support Systems for Water Planning and Management, Hydro-economic Water Resources Systems Modeling, Drought risk assessment and management, and Water Conflicts Resolution. Under this subjects he has conducted several research projects (funded by the European Communities Union, the Spanish Ministries of Science and Development and Foreign Affairs, and other European and International Institutions), as well as several advisory and consultancy projects for public and private institutions and companies of the water sector. -Appointed, in 2001, as a member of the "International Experts Committee" to advise about the conflicting Project for the San Francisco River Transfer, by the Brazilian Ministry of National Integration. The committee was composed of five persons, and was working during 2001 and 2002. The contract was with the Inter-American Development Bank (IDB). -Resource Person for the Asian Development Bank (ADB), conducting Integrated River Basin Management seminars at Laguna Lake (Philipines-2010), Solo River (Indonesia-2010), Red River Basin (VietNam-2010), Karnataka Water Resources Department (India-2011), and Brantas River Basin (Indonesia-2011). -Resource Person for the World Bank (WB) in the project "Planejamento de recursos hídricos e adaptação à variabilidade e mudança climáticas em bacias hidrográficas selecionadas no nordeste do Brasil", in 2011 and 2012. Short Term Consultant for the World Bank in the project "Addressing variability and Climate Change in the Water Sector (P126487)", in México, 2011. Invited expert for the Asia Pacific Center for Water Security (APCWS), at Tsinghua University, Beijing, China, to provide the support on designing the AWDO III (Asian Water Development Outlook III) framework and the integrated decision support system to be used; in 2013. Short Term Consultant for the World Bank in the “Multiyear program to institutionalize proactive risk-based management to droughts", in Brazil, 2013 and 2014.
